Summary:Puskesmas (public health center) is a technical implementation unit of health department and responsible to provide individual and public health as the first stage of health care facility. Public health center is the spearhead facility in providing healthy and prosperous society. However, existence of it often face some problems such inadequate ratio of public health center to residents number, lack of human resources, and unequal spread of health personnel in each public health center. The method used in this research is DEA method Banxia Frontier Analysis version with assumption output VRS approach consist of several inputs, which are realization of BOK fund, realization of operational and maintenance fund, number of medical personnel, number of other health personnel, and number of Posyandu. Output Variables are number of health care to toddlers, number of health counseling, number of outpatients visit, scope of medical personnel assisted childbirth, and scope of insurance service. The research samples are from 15 public health centers in Semarang city. It is a secondary data from City Health Department, public health centers, BPS and other sources. Result of this research shows that in 2013, 14 out of 15 public health centers sample technically efficient. Tambakaji public health center was the only inefficient puskesmas with efficiency value 92.42%. The inefficient public health center can be improved by increasing number of output variables based on value of DEA calculation result.
