The success of Australia in the sectors of economy, politics, and security makes Australia a destination country for immigration. Uncontrolled immigrants cause problems for Australia. Most of immigrants who come to to Australia use illegal means. The high flow of illegal immigrants get a response from the government of John Howard by making the Pacific Solution policy. The policy made by Howard actually was actually considered to violate the Refugee Convention of 1951. This research aimed to determine the factors affecting the policy made at the time of the Australian Labor Party leadership. The theory used in this study was David Easton's Policy Decision theory and Christopher Farrands concept. The research used descriptive research design started in 2007, that is, when the Australian Labor Party led until 2013. Based on data processing, it was mentioned that the policy made by Australia against illegal immigrants during the reign of Kevin Rudd was influenced by a number of factors such as bureaucracy, political parties, mass media, and psychological environment as well as operational environment
