Summary:This research is based on the low performance and quality of Indonesian teachers and the response that students in schools based on boarding schools have low democratic attitudes. Teachers are a key component in the success of the education system, therefore teachers need some competencies to be mastered. Based on the issue explained, the study aims to know and inform about the competence of Civics teachers in the development of democratic attitude of students. The approach used in this research is qualitative approach with descriptive method. The process of collecting data is done through interviews, observation, and documentation study. Then data analysis through several stages in the form of data reduction, data presentation and data verification.The results of this study show that: 1) The competence of teachers in MTs Al-Mubarok Serang and Nurul Ilmi Daarunnajah 14 Serang Junior High School is very instrumental in developing students' democratic attitude; 2) The democratic behavior of students reflected in their life is the existence of mutual respect, a sense of togetherness, avoidance of disagreement, acceptance of difference, have self confidence, ready to lead and ready to lead, discipline, obedience to the rules, active involvement in the learning process, dare to ask and express opinions / rebuttal / input. 3) Supporting factors in developing democratic attitude of students are environmental factors and education system in boarding school as well as support from schools, parents and community. The inhibiting factors are psychological development of students, the nature of innate in students, family factors, knowledge factors and student experience; 4) Efforts made by Civics teachers in developing a democratic attitude of students is through learning activities in the classroom by managing the democratic learning and through habituation activities in daily life in the boarding school. ---------- Penelitian ini dilatar belakangi oleh rendahnya kinerja dan kualitas guru Indonesia serta adanya tanggapan bahwa siswa yang sekolah di sekolah berbasis pondok pesantren memiliki sikap demokratis yang rendah. Guru merupakan komponen utama dalam keberhasilan sistem pendidikan, oleh karena itu guru membutuhkan beberapa kompetensi yang harus dikuasai. Berdasarkan hal tersebut, penelitian ini bertujuan untuk mengetahui dan menginformasikan mengenai kompetensi guru PKn dalam pengembangan sikap demokratis siswa. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode deskriptif. Proses pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Kemudian analisis data dilakukan melalui beberapa tahapan berupa reduksi data, penyajian data dan verifikasi data. Hasil penelitian ini menunjukan bahwa: 1) Kompetensi guru PKn di MTs Al-Mubarok Kota Serang dan SMP Nurul Ilmi Daarunnajah 14 Serang sangat berperan dalam mengembangkan sikap demokratis siswa; 2) Bentuk-bentuk perilaku demokratis siswa yang tercemin dalam kehidupan sehari-hari adalah adanya rasa saling menghargai, rasa kebersamaan, menghindari perselisihan, menerima adanya perbedaan, memiliki rasa percaya diri, siap dipimpin dan siap memimpin, disiplin, taat pada aturan, keterlibatan aktif dalam proses pembelajaran, berani bertanya dan mengemukakan pendapat/sanggahan/ masukan; 3) Faktor pendukung dalam mengembangkan sikap demokratis siswa adalah faktor lingkungan dan sistem pendidikan di pondok pesantren serta adanya dukungan dari sekolah, orang tua dan masyarakat. Adapun faktor penghambatnya adalah perkembangan psikologis siswa, adanya sifat bawaan dalam diri siswa, faktor keluarga, faktor pengetahuan dan pengalaman siswa; 4) Upaya yang dilakukan guru PKn dalam mengembangkan sikap demokratis siswa adalah melalui kegiatan pembelajaran di kelas dengan mengelola pembelajaran yang demokratis dan melalui kegiatan pembiasaan dalam kehidupan sehari-hari di pesantren.
