| 520 | |a Gerakan Konservasi Alam merupakan salah satu bentuk kebijakan yang dimiliki Pemerintah Kabupaten Kuningan, Jawa Barat yang bergerak pada bidang lingkungan hidup dengan tujuan untuk memberikan pemahaman mengenai konservasi kepada masyarakat agar masyarakat dapat berpartisipasi aktif pada setiap programnya sebagai salah satu upaya menjaga lingkungan hidup. Mengingat banyak bencana alam yang sering terjadi, gerakan konservasi alam ini dapat menjadi salah satu langkah preventif yang bisa diambil untuk mengatasi permasalahan lingkungan yang ada. Adapun dalam penerapannya terdapat dua ranah yakni ranah perilaku dan kebijakan kewilayahan. Penerapan pada ranah perilaku belum optimal sedangkan ranah kebijakan kewilayahan sudah cukup optimal. Keikutsertaan masyarakatnya terhadap setiap program dirasa belum optimal karena kebanyakkan masyarakat belum memahami konsep konservasi itu sendiri. Sehingga, efektivitas dari implementasi gerakan konservasi alam dalam meningkatkan civic responsibility pun masih belum optimal, karena masyarakat yang pada hakikatnya memiliki tanggung jawab menjaga lingkungan secara keseluruhan belum nampak perilakunya. Dengan kata lain bahwa hanya sebagian masyarakat yang memang memiliki kesadaran untuk menjaga lingkungan dengan menerapkan konsep konservasi pada kehidupannya. Adapun kendala yang dihadapi dalam menerapkan gerakan konservasi alam terbagi menjadi dua yaitu kendala secara ekstern yaitu kurangnya respon yang baik dari masyarakat dan kendala secara intern yaitu kurangnya biaya yang didapatkan dari Pemerintah Daerah. Untuk mengatasi kendala tersebut terdapat upay antara lain; (a) Tetap konsisten melaksanakan semua program sebagai suatu upaya re-edukasi pada masyarakat dan (b) Memilih dan menyesuaikan dengan memberdayakan masyarakat secara langsung pada setiap program yang hendak dilaksanakan. Kata Kunci: Konservasi, civic responsibility, masyarakat The Movement of Nature Conservation is a form of policy owned by the Kuningan West Java Government's which is engaged in the environmental field with the aim of providing an understanding of conservation to the peoples, so that the peoples can actively participate in each program as an effort to protect the environment. Given the many natural disasters that often occur, this nature conservation movement can be one of the preventive solutions that can be taken to overcome existing environmental problems. For the implementation of this movement there are two domains, namely domain of behavior and domain of regional policy. Implementation in the realm of behavior has not been optimal while the domain of territorial policy has been quite optimal. The participation of the community in each program is not optimal because most people do not understand about the concept of conservation itself. Thus, the effectiveness of the implementation of the nature conservation movement in increasing civic responsibility is still not optimal, because the people who essentially have the responsibility of maintaining the environment as a whole have not yet seen their behavior are changed. In other words, only a portion of the community does indeed have an awareness to protect the environment by applying conservation concepts to their lives. The constraints faced in implementing the nature conservation movement are divided into two, namely external constraints, lack of a good response from the peoples and internal constraints, namely the lack of costs obtained from the Regional Government. Overcome these obstacles, there are efforts from DLH Kabupaten Kuningan; (a) Stay consistent in implementing all programs as an effort to re-educate the peoples and (b) Select and adjust to empower the peoples directly in each program that is intended to be implemented.
